Ireland and Scotland qualified through the European qualifying round, while Papua New Guinea progressed from the East Asia-Pacific Qualifier. Oman and Nepal claimed two berths from the Asian Qualifier, and Namibia joined Uganda in advancing through the African Qualifier.
